It was a dark night at 1pm it suddenly started raining and cats were crying story writing with these hints

Try to think of or imagine a situation where a cat would actually cry and try to keep it realistic. A cliche example may be one where the cat is stuck on a tree and you bravely climb the tree and bring it down after which you adopt it only to find out the cat belonged to someone else and it's owner was looking all over town for it. Exaggerate about how heartbroken and nostalgic you felt. Or you could try something more original like the occurrence of a natural disaster or animal abuse. I'll leave that one up to you. Good Luck :)
