Bruno wore the stripped clothes to look like the people on Shmuel's side of the fence. He tried to disguise himself as people from his side of the weren't allowed on the other side of the fence. When he wore his stripped costume he almost looked exactly like Shmuel so Shmuel thought that they look alike except for the fact that Bruno was nowhere as skinny as the boys on his side of the fence.
