Cotton is not as strong as nylon, the material mostly used, in terms of tensile strength. Cotton, as compared to nylon can easily break and that is why it is not used. Cotton is also more expensive and can easily get soaked in rainy or humid conditions. This can make it heavy unable to land the parachutist safely. One more reason why cotton might not be used is because it is not as light as nylon and covers more space in terms of packaging.
