Answer:
When you first meet someone you might say “It is a pleasure meeting you", although I think “It is a pleasure to meet you" is more natural.
"It was a pleasure meeting you" (or “to meet you”) is something you might say when you (or the other person) are leaving at the end of the meeting. You would also say this in e.g. a letter or email written after the meeting and referring back to it and also if you have no expectation of meeting again.
However, ‘was’ is not the only choice when you are still in the other person’s company. ‘Was’ is past tense and used for what are usually referred to as ‘completed events’ in English so it has a certain finality to it. ‘Has been’, on the other hand, is in the present perfect tense and is used when something that began in the past has continued resonance or consequences in the present that may extend into the future. It therefore leaves things more open. "It has been a pleasure meeting you" is therefore an alternative. (It is also appropriate if you do expect to meet again*.)
* NB In a letter etc written after the meeting you would use the past even if you expect to meet again; e.g. “It was a pleasure to meet you last week and I look forward to our next meeting in October”. (Always look out for time expressions, these will guide you in the choice between past and present perfect.)
