Italy had a long history of political fragmentation. There are three point given below...

(1) Italy was scattered in the form of many dynasties on one side and on the other side in the form of Austrian Habsburg Empire, which that time was a multi-nation empire.

(2) Italy was divided into seven separate states in the middle of the 19th century. At that time only one state Sardinia Piodmont  was ruled by an Italian Princely House.

(3) The northernmost region of Italy was ruled by the Austrian Habsburg Empire. Pope's rule was in the middle area. Southern parts were dominated by the Bourbon king of Spain.
