According to IUPAC, in case of benzene ring, you cannot use 2 for positioning. Because the principal functional group (in this case OH) is always numbered as 1 followed by the other groups (in this case NO2) relative to the principal functional group.

For this compound, there is no need to use a 1 for OH, since we already know that benzene with OH is itself a phenolic group. We can however say that the two NO2 groups are placed at position 2 and 5 with respect to the OH group.

The IUPAC Nomenclature for this compound is : 2,5-dinitrophenol
