This question can be understood easily if you just consider a simple example. Let's say speed was initially 20 m/s, and then it became 30 m/s, and finally, it was at 40 m/s. The average of these speeds is 30 m/s. But the maximum speed is greater than the average speed. The concept of an average state is that the average value will always lie within the maximum value and minimum value.
