Answer : Because in that poem " an exotic moment " is considered to be that moment,when everything and everyone will go still. There will be no moment, i.e, there will be no differences and everyone will be alike,understanding each other.So here in the poem "keeping quiet" the speaker / narrator says that the quietness would be an exotic moment for every people who needed a stop in their work...
