•        A government official who is familiar with the local authorities and market of the Ivory, shahtoosh and sandalwood should go to the dealers  

•        He must introduce himself as a trader  

•        Get all the information regarding the dealers, the sellers and buyers  

•        Convey that knowledge to the higher authorities  

•        Catch the culprits

•        Impose high penalties to stop future trade
