Because Kolkata is located in the south region which is surrounded by the water bodies on the other hand amritsar is located in the north so when the winds are coming they carry the moisture from water bodies and shed their moisture on Kolkata and when they go up the capacity of moisture decreases
Another reason is the wind coming from north west the one which is originating from Mediterranean sea on their way they said their moisture over Pakistan and other countries so they when they reach amritsar they are left with very less moisture after passing through amritsar they pick up the moisture from bay of Bengal and cause winter rainfall in kolkata
