We can find this by The HCF of 63, 84, 126

 63 = 3 \times 3 \times 7 \\ 84 = 2 \times 2 \times 3 \times 7 \\ 126 = 2 \times 3 \times 3 \times 7  HCF = 3 \times 7 \\ = 21

Hence, they can make 21 sandwiches
