Jal Cooper was a Fellow of the Royal Geographical Society. He was both a stamp seller and a gatherer and was related to philatelists like C. D. Desai, N. D. Cooper, and Robson Lowe.
Jal Cooper was the undisputed head of philately in India from the 1940s till his demise. He has written a few books on different parts of Indian Philately, viz. A Specialized Priced Catalog of Indian Rocket Mails, Stamps and Vignettes, Early Indian Cancellations, India utilized Abroad and India utilized in Burma.
In December 1941, Jal Cooper framed 'The Empire of India Philatelic Society' (EIPS). He filled in as its author Secretary. He procured the distribution 'India's Stamp Journal' (which was begun in January 1937) from a Swiss vendor, in October 1940.
