If the circuit or electricity is in water or flows through water they contain ions . pure water is an excellent insulator and does not conduct electricity. The thing is, you won't find any pure water in nature.

But here the circuit is connected or the electric current flows through distilled water(Distilled water is water that has been boiled into vapor ) which doesn't contains any impurities so they don't conduct electricity .
