Total length of the ribbon in starting = Length of used ribbon + Remaining length of the ribbon .

Therefore,

Total length of the ribbon in starting =  2/7 +10/21

Therefore,  Jennifer start with 16/21 meter of ribbon

$x - \frac{2}{7} = \frac{10}{21} \\ x = \frac{10}{21} + \frac{2}{7} \\ x = \frac{10 + 6}{21} \\ x = \frac{16}{21}$
