We will convert $23\frac{1}{2}$ pounds into simple fractions i.e.,

$23\frac{1}{2}$ pounds ⇒ $\frac{47}{2} \:pounds$

Jess bought  $\frac{47}{2} \:pounds$ of candy, of which she gave $\frac{2}{3} rd$ of candy

∴ The pounds of candy she gave out will be,

$= \frac{2}{3}\: \times\:\frac{47}{2} \\\\ = \frac{47}{3}\: pounds$ or $15\frac{2}{3} \:pounds$

Thus, she gave out $\bold{15\frac{2}{3}}$ pounds of candy.
