Solution:

area of the square =  37.8225 cm²

Side of the square =   √ 37.8225

               6.15

upper bound of side  6.15

Hence side length is less than or equal to 6.15

Hence  Joe's measurement for the side of the square  = 6.1 cm    ( upto one decimal place )

if Area would have been lower bound then  measurement for the side of the square = 6.2 cm
