potential(V) = current(I) × resistance(R)

So, V =IR

R is given constant.

1st condition:

V = 25

LET CURRENT BE I1,

SO, 25 = I1 ×R

I1 = 25/R

2nd condition:

V = 50

LET CURRENT BE I2,

SO, 50 = I2 × R

I2 = 50/R

FOR ANY VALUE OF R, THE CURRENT IN THE 2ND CONDITION WILL BE GREATER THAN THE FIRST CONDITION.

SO CURRENT IS INCREASING, THEREFORE ANSWER IS A.
