meaning of the line-:
branches rose like dying arms in the vortex and caught against the bridge and feathered the wild glissade of water. underneath the boulders moved. he could hear the river grinding its teeth.

The first sentence means that the broken branches from the trees floated at the center of the flood.the second sentence is a personification.It brings living characters into non living things.As the boulders moved a grinding sound was made.So the author made it like,the river grinding its teeth.
