Let A(-3,-1) be a point on the circle.
Radius (R) of the circle : 20/2 = 10unit
OA = R = 10 unit
Applying distance formula ,
[2x-1-(-3)]²+(3x+1-(-1)]² = 10²
(2x+2)²+(3x+2)² = 100
13x²+20x-92 = 0
x = -46/13 , 2
