Justice delayed means the judicial process is slow and that it tames the souls of both the parties, plaintiff as well as defendent. The gradual proceedings somehow lead to “out of court settlement” which obviously doesn't compensate the injured party with the most of it. Again, people lose faith in the judicial system.
