the air trapped between the cotton or wollen cloth acts as an insulator and does not transfer the heat whereas in an old quilt the air spacing between the cotton or wollen cloth is compressed and it no longer is s good insulator hence it is not warmer than an new quilt

A new quilt is thicker than than the old one. The thicker quilt contains more spaces which get filled with more air as compared to that of the old quilt. Since air is bad conductor of heat, it does not allow the flow of heat from the body. As a result, a new quilt is felt warmer than the old one.
