Hydrogen is chemically mixed with oxygen in certain ratio to form water and water is a compound .A compound cannot be a mixture.
A mixed is not mixed in fixed proportion.

Water is compound and not mixture it's because compounds are always formed in definite ratio of constituent elements to say in more simply , when two atom of hydrogen and one atom of oxygen react together, they form one molecules of water. water does not sowing property of hydrogen or oxygen.
