Yes it is because Occurrence of Earthquakes is due to many reasons, but earthquakes generally occur on an active fault. A fault is a discontinuity in the rock. Some of the faults are inactive, i.e the two or more tectonic plates dont move relatively; others are active that is the tectonic plates move relatively, sliding or cutting or slipping across/beneath/above one another. These activities are a major source of earthquake. So for example Japan, lies in the region of three tectonic plates which are active, hence resulting in a large amount of earthquakes. Also Nepal and Himalayan Belt, they are near or around 3 major faults and two tectonic plates, in which Indian plate is moving beneath Eurasian plate, resulting in stress region , hence earthquakes.
