The title of the poem, 'The tale of melon city' is quite suitable. After the king is hanged, the city dwellers follow a very strange ritual to find out who will be the next ruler. The next man who enters the city is asked who will be the king. The man happens to be an idiot and keeps saying 'melon' in response to every question. So the people crown a melon as their king.

The title portrays the strangeness of the ruler of the city and the weird way in which the city got its ruler.
