The whole story revolves around hunger.
Kasim is a poor rag seller. He sells old clothes so as to earn a living for his family and to feed his family. On the other hand Rizwan as well is taking interviews so that he gets the job and he can support his family as he is the only person who is qualified enough for a job. Towards the end of the story the author tells us that Rizwan's stomach was gnawing with hunger pangs.

Hunger can make people do anything. In the story, Kasim is willing to walk miles every day to earn some money so that he can feed himself and his family.
Similarly, Rizwan is trying to get a job in the newspaper so the can support his family and satiate the hunger in his stomach,
Hunger is felt by everyone. Rizwan may still be better off as compared to Kasim. But he still needs money to satisfy his hunger.
Whether rich or poor everyone experiences hunger. Some for a few hours...but some for days to come.
