'The Man Who Knew Too Much', is an apt title. The title means a man who had a lot of knowledge about each and every thing. In the story the man is Private Quelch, who knew a lot of details about almost everything. For example, he knew the exact speed of the bullet when it left the muzzle of the rifle, he would read intentionally the details about the things that were being taken up and during their training, and loved to show off his knowledge. So the title aptly describes a man who bragged of knowing too much. Though, at the end he had to pay a heavy price for being a show off!
