The passive voice can be used without referring to the agent of an action; it may therefore be used when the agent is unknown or unimportant, or the speaker does not wish to mention the agent. Three stores were robbed last night (the identity of the agent may be unknown).
Passive voice is used when action is important.
and active voice is used when doer is important.
e.g if I say
my father gifted me a car.
here I want to highlight My father (the doer) is important. No other but my father gifted it.
but if I use passive voice like
A car was gifted to me by my father.
here gifting car is important. who gave it doesn't matter.
