c) To achieve stability and to follow the octet rule, these 2 electrons of magenisum in the outer shell will be removed making this atom into an ion with a 2+ charge. Thus,the charge on Mg in magnesium chloride is +2.

d) He and Ne tend not to form ions due to the arrangement of their electrons which makes them generally unreactive.They already have attained a stable electronic configuration .
