K and L shell of an atom is completely filled with electrons. What is the name of this atom ? Why an atom becomes positive ion after losing an electron and becomes negative ion after gaining an electron?

An atom will get positive or negative after losing and gaining respectively because If an atom will lose electrons it will get positive charge because the number of positive particles will be more than number of negative particles. The vice versa in the case of negative charge of an atom.
