The perimeter of the cloth before cutting= 2(100+60) = 320

The perimeter of each square handkerchief= 4(20)=80

Total handkerchiefs = 320/80=4

Each hanky needs 80cm of lace according to the perimeter of the hanky

Now for 4 hankys it'll be 4×80 = 320 cm = 3 m 20 cm
