Name of the scheme was the Athulyam scheme. Second stage of the schemed which was aimed at target individual who have dropped out from the formal education system is known as Mission 676.

EXPLANATION:

    Kerala become the first state in India to achieve 100% primary education literacy rate in January 2016. Then, Vice president of India Hamid Ansari had made the declaration in this regard at special ceremony that was organized at Thiruvananthapuram at that time. Though there were many initiatives taken by Kerala government under Kerala Literacy Mission in order to achieve total primary education, Athulyam Scheme has the profound effect.

    It was the two-staged scheme that played an important role in addressing the issue of adult illiteracy by targeting the individuals aged between 15 and 50. Before the Athulyam scheme, in association with local bodies the fourth standard equivalency program was run by Kerala government in 2000. As a result of which, in 2001, Kannur became the first district in the Kerala as well as in the country to achieve total primary education in 2001.
