Yes i agreee with this statement that only per capita income is not necessary for a state to be developed. Some other criteria such as infant mortality rate and net attendance ratio is also important. A developed state has all average rank in this criteria. But as it is not possible far all state to be developed. Some criteria such as infant morality rate literacy rateof kerela is more in comparison of any other state but in per capita income haryana no is higher than kerala. But in haryana infant mortality rate is not so good
