yes per capita income doesn't matter if human development is poor .
for example if health is not good and education so coming generation able to get all valuable information from his/her parents .

I agree that per capital income is not a useful criteria at all and should not be used to compare states because the states should be compared with each other by their total human development as it is one of the major factors determining the development of a particular place(here state).
