Yes. Per capita income is not useful criteria in comparision of states because income is not the main goal in all the cases. Suppose you are going for a job where the salary is 20000 and you can get respect, freedom and feel secured there and you got an opportunity to go for a job which pays 25000 ruppes, but it is far from your home and you don't get freedom and security over there. Which one would you choose? We choose number 1, although it pays less but gives more of others. So we can say that in the same way, per capita income is not the only measure to compare states. There are other important goals too.
