all the per capita income of Punjab is higher than Kerala still Punjab rate slower than Kerala in literacy rate and infant mortality rate does income is not the only indicator of material goods and services of population free environment and education facilities help in attaining development

All the per capita income of Kerala is lesser than Harayana but has more human development because Kerala has high literacy rate and low infant mortality rate .The per capita income cannot used to compare states because the literacy rate and other reasons also should be considered.
