Kerala, with lower per capita income has a better human development ranking than Haryana. Hence, per capita income is not a useful criterion at all and should not be used to compare states. Do you agree? Discuss​

Yes, i agree. per capita income maybe less in kerala, but human development ranking is better than haryana because, kerala has more literates than haryana. Education will be a key feature for development. In  Kerala, which accounts for 2.8% of India's population and 1.2% of its land area, contributes more than 4% to the GDP of India. per capita is not only the criteria to compare states.
