Kerala, with lower per capita income has a better Human Development ranking than Haryana. Hence, per capita income is not a useful Criterion at all and should not be used to compare States. Do you agree?​

yes ✌ I think percapita income isn't accurate criteria as it hides disparities
Also, human development index was needed to know the prosperity and richdom of state
Leela have highest literacy rate and sex ratio throughout India
so, percapita income doesn't matters at all

from above statement we can't say that per capita criterion is not so effective or not useful ...

per capita criterion includes on one aspect that is income of country neglecting all other values of country....

so on this observation we can say that per capita criterion is useful for identifying rich an poor and if we want to know other things about country then we would go through HDR
