Kerela with lower per capita has a better human development ranking than Maharashtra because:
1.Kerela focuses more on providing basic facilities .
2.Government of Kerela has been focusing more on human resources development in past years.
3.Kerela has low infant mortility rate,high literacy rate, good net attendence ratio,this all factors make Kerela better in terms of human development ranking inspite of having less per capita income or annual income than Maharashtra.
