Any fluid has viscosity. The flow of a fluid will impinge a shear stress at the solid boundary due to viscosity (which is the analogous of friction between two solids in contact), therefore the solid will feel a shear force due to shear strain.

So a fluid with higher viscosity flowing AT THE SAME SPEED, will impinge more viscous force. A flow of honey will have more “viscous force” because it is the fluid with higher viscosity compared with water and oil.
