 {( \frac{1}{4}) }^{ - 2}   - 3 \times  {(8)}^{ \frac{2}{3} }  \times  {4}^{0}  +  { (\frac{9}{16} )}^{  - \frac{1}{2} }

 =  {4}^{2}  - 3 {(\sqrt[3]{8}})^{2} \times 1 +  {( \frac{16}{9}) }^{ \frac{1}{2} }

 = 16 -( 3 \times  {(2)}^{2} ) +  \sqrt{ \frac{16}{9} }

 = 16 - (3 \times 4 )+  \frac{4}{3}

 = 16 - 12 +  \frac{4}{3}

 = 4 +  \frac{4}{3}

 =  \frac{16}{3}
