The Kings wanted to earn the goodwill of the people in the olden days and so they constructed many tanks and wells for the welfare of the people.

This was because there were no elections in those times and the throne was occupied by course of heredity. However, the grama sabha had the power to take and make decisions for the people of the state or village. The king had to abide by these decisions of the grama sabha.

Also, It was necessary for the kings to earn the goodwill of the people because they wanted to be accepted by the people. An unpopular king made it easier for local governors to ally the support of the people and overthrow the ruler.

In order to have favorable decisions, the King always worked for the welfare of the people. There was considerably less corruption those days. Thus, the goodwill measures helped the king to maintain peace and harmony in his empire.

This is done to gain the popularity among people and became the favorite of them. The Kings are mostly selected on base of popularity among the general public. This is done to prevent any type of resistance as well as the unpeaceful condition. The kings need the support of the people and the elders of their kingdom. If this is not done any competitor would stand up against him and cause the disruption with help of people against the kings and this can result in the overthrow of the king by the competitor with more public support.
