Perimeter= AB+BC+arcAC.

Now,
angle OAB=90°
since AB Is the tangent to radius OA

So,In ∆ OAB
tan theta= AB/OA.
OA = r (radius)
tan theta = AB / r
AB = tan theta*r.

In ∆OAB
sec theta = OB / OA
sec theta= OB / r
OB = sec theta*r.

BC = OB - OC.
BC = sec theta * r - r.

arc OA = theta/360°*2πr = theta/180° *πr

Now
Perimeter = BC + AB + arc AC
= tan theta r + sec theta r - r + theta/180°*πr.
= r ( tan theta+ sec theta + π theta/180° -1)
