- Warren Hastings (Governor-General from 1773 - 1785) was one of the many important figures who played a significant role in the expansion of British company power.
- In 1780, Warren Hastings made some changes in the revenue administration. The revenue councils of the divisions were abolished. Instead, a revenue board, consisting of 4 members, was constituted. A Diwan was appointed for its assistance. The charge of the treasury was handed over to the Board. Every member of the Board received 2% of the collected revenue.
- Warren Hastings introduced several administrative reforms, notably in the sphere of justice. From 1772 a new system of justice was established. Each district was to have 2 courts – a criminal court and a civil court. Maulvis and Hindu pandits interpreted Indian laws for the European district collectors who presided over civil courts. The criminal courts were still under a qazi and a mufti but under the supervision of the collectors.
- The major drawback is that the system of Lok Adalats is mainly based on compromise or settlement between the parties. If the parties do not arrive at any compromise or settlement, the case is either returned to the court of law or the parties are advised to seek remedy in a court of law.
