circumference of a circle = 2π r = 2r * 4 cm = 25.13 cm.

so she has 25.13 cm of wire.

perimeter of a square = 4 * side = 4 * 5cm = 20 cm.

since she have more then 20 cm of wire, yes she will be able to make the square.
