Olympics are divided into two parts according to season, winter Olympics and summer Olympics.
1.) If we talk about winter Olympic games, India is not good in winter Olympics sports such as ice hockey and skating etc.
That's why India does not have places to host winter Olympics.

According to me, Yes India is capable of hosting.
India had hosted Commonwealth Games in 2010 and Asian game twice in the year 1951 and 1982
