This means that L is directly proportional to m.
Explained: Directly Proportional means when you increase m, L will also increase, and when you decrease m, L will also decrease.
Any change in m will also have an effect on L

To calculate this magnitude of effect, i.e. how much will L change with a change in m, we remove the proportionate sign and write
L = km
where k is a constant.
L = km
L is 5, when m = 2/3
So, 5 = k (2/3)
k = 5 x 3/2
k = 15/2
Now, L = km
L = (15/2) (16/3) = 40
Therefore, L is 40 when m = 16/3
