Answer: Lack of good speaking skills causes because of LANGUAGE BARRIER.

Explanation: Language is the main principle of communication and if any person is not fluent or unknown to any language than how any speaker can express his thoughts in any required language, you can remove physical barrier as well as psychological  barriers but Language is the key role of communication, you can't remove or you can't compromise with language.

For example, if any foreigner come to India but he/she unknown to regional or Hindi language than how he can communicate with others, how he can express his ideas or thoughts and etc. Either he is unknown or not fluent in any language  he can not express her or himself.
