The ULCRA was enacted by the Government of India and came into force on 17 February 1976 simultaneously in 11 states of India: Andhra Pradesh, Gujarat, Haryana, Himachal Pradesh, Karnataka, Maharastra, Orissa, Punjab, Tripura, Uttar Pradesh and West Bengal, and all the Union Territories.
