In these parts of the leaves sunlight is absorbed very less.
Chlorophyll is one of the main components required for photosynthesis as they absorb light energy which is used to perform the process of photosynthesis. These parts of leaves, which lack chlorophyll, absorb less light energy from the sun. This results in slow/less rate of photosynthesis in those plants.
