It can be both asset and liability.but more chances are for being liable,because

1-It needs more facilities(like-health,education,facilities etc.) for a country with large population,but if the country is facing economic,health,educational crisis,then it is hard for that country to provide them facilities and this will lead to the country's under development.

2-Taking the example of India,it is the second most populated country (population-1.26 billion) in the world after China,which is leading to the major problems in the country like unemployment,poverty,illiteracy rate,etc.

3-After all these problems,it is difficult for the country to develop and may take many years for its development.

Combining all these,large population is considered a liability.
